All-Russian public organization of small and medium-sized businesses “Support of Russia” (“Opora Rossii”) during the general meeting prepared a number of proposals on measures of state support for small businesses.

Among other things, businessmen proposed to raise the threshold for applying the simplified taxation system from 200 to 300 million rubles and to establish a transitional tax regime for such industries as tourism, catering and security services with a reduction in the VAT rate to 10 percent. There was also a proposal to equalize the size of the fine for small businesses and individual entrepreneurs.

In addition, “Opora Rossii” advocated for raising the minimum quota for state purchases from small businesses to 25 percent and liberalizing responsibility for violating currency legislation.
